Function of a Building Department
A building department is a law enforcement agency within a local jurisdiction. Its main function is to enforce building codes, which are laws. The law of building codes is grounded in the police power of the state. This police power is the source of all authority to enact building codes.
A building permit is a license that grants legal permission to construct or alter a structure; it is a license to build. Permits are required as they provide the means for code officials to protect the public health, safety and welfare by reducing the potential hazards of unsafe construction and provide the means for code officials to inspect construction to ensure that, at the very least, minimum standards for materials and methods are used.
