Trash cans in public view
Premises with garbage or trash containers stored in front yards and visible from the public right-of-way, except when in places of collection, not to exceed twenty-four (24) hours prior to collection and twenty-four (24) hours after collection.
Junk, trash, & debris
Property containing refuse, rubbish, broken or discarded furniture or household equipment visible from the public right-of-way or adjoining properties. This includes, but is not limited to, the keeping of or disposing of or the scattering over the property or premises of any of the following:
- Junk, trash or debris;
- Abandoned or discarded objects or equipment such as automobiles, furniture, stoves, refrigerators, freezers, cans, boxes or other containers.
Substandard yard maintenance
Any property or structure in such a manner as to cause or allow the property or structure to become defective, unsightly or in such other condition of deterioration or disrepair as the same may cause substantial depreciation of the property values of, or similar detriment to surrounding properties, as well as an adverse affect on the health, safety, and welfare of the citizens of the city. Any improvement on the property, including but not limited to buildings, garages, carports, or roofs or gutters which the condition of the patio, stucco, siding, other exterior coating, has become so deteriorated as to permit decay, weathered woodwork, peeling paint, excessive checking, cracking, broken windows or warping so as to render the building unsightly and in a state of disrepair. Building or structures which are abandoned, boarded up, partially destroyed, or left in a state of partial construction or repair.
Inoperative / Abandoned vehicles
Abandoned, dismantled, wrecked, inoperative vehicles, or parts thereof, on private property shall be stored or located in such a manner, so that no part is visible to public view. It is unlawful to park, store, or leave standing any vehicle on blocks, stands, jacks or any other device, in any portion of the front yard setback, or in a location visible from, or on the public-right-of-way.
Improper storage of Recreational Vehicles
It is unlawful to park, keep, or store any recreational vehicle, non-self propelled vehicle, vessel, or similar such vehicles, within any portion of the front yard setback. Except that, if such vehicles are kept, parked, and stored permanently on private property, other than the front yard setback, they shall be screened from view to the required fence height allowed by this code. Wrought iron fencing, landscape material, and lattice shall be considered as acceptable screening materials. Recreational vehicles shall be allowed for a total of forty-eight (48) hours before and after a recreational trip on the driveway or on the road right-of-way. Time not to be combined.
Commercial Vehicle Parking
It is unlawful to park or leave standing any truck, tractor, trailer or semi trailer as defined in the California Vehicle Code, or other commercial vehicle weighing 10,000 pounds or less, and having a width of ninety-two (92) inches or less, and having a length of twenty-one (21) feet or less, and having a height of eight (8) feet or less, if such vehicle is parked on an approved surface in the front yard setback and is limited to two such vehicles per residence. Unless, specifically in the performance of duties related to the picking up or delivering of merchandise, goods, wares; or, providing service to such building or structure for which an actual and bona fide repair, alteration, remodel or construction has been allowed by a building permit, as defined in Section 35703 CVC.
Parking on lawns or unapproved surfaces
Parking on lawns or unapproved surfaces - It is unlawful to park, keep, store or leave standing on any private or public property within the city, any passenger vehicle, or any vehicle described in this chapter unless said vehicle is parked on an approved surface such as portland cement, asphaltic concrete, crushed rock, gravel, or other material surface which is specifically designed for the parking of vehicles which provides adequate vehicle support together with dust and erosion control as approved by development services.
Basketball hoops on public right-of-ways
To store or place equipment, construction materials or machinery upon public property or public right-of-way is prohibited.
Grading Violations
No person shall conduct any grading, clearing, brushing, or grubbing on natural or existing grade that is preparatory to grading over (50) cubic yards, without first having obtained a grading permit from the city engineer
Noise
Noise sources associated with the minor maintenance of residential real property provided the activities take place between the hours of seven a.m. and eight p.m. on any day except Sunday, or between the hours of nine a.m. and eight p.m. on Sunday. Construction Noise - Operating or causing the operation of tools or equipment used in construction, drilling, repair, alteration, or demolition work between weekday hours of seven p.m. and seven a.m., or at any time on Sundays or holidays, so that the sound creates a noise disturbance across a residential or commercial property line, except for emergency work of public service utilities.
Illegal dumping and littering
No person shall throw or deposit litter on any open or vacant private property within the city whether owned by such person or not.
Building Code Violations
Any construction such as plumbing, electrical, mechanical, etc. shall not be done without a permit. Please contact the Planning Department at (951) 304-CITY (2489) for questions about construction projects both residential and commercial.

Existing structures with clear and present dangers to the public
Property in such condition as to create a detriment or hazard to the public health, safety or general welfare or in such manner as to constitute a public nuisance.
Swimming Pools
Swimming pools, ponds, or other bodies of water shall be filtered or maintained so as to not result in the water becoming polluted. Polluted water means water which contains bacterial growth, algae, remains of insects, remains of deceased animal life, rubbish, dirt, debris, papers, chemicals or other matter or material which, because of the magnitude, nature or location, constitutes an unhealthy or unsafe condition. Business license & home occupation
Business licenses are required by the City of Murrieta in order to operate with in city boundaries. For a list of conditions and prohibited practices please refer to Title 16 of the Development Code. An application can be obtained on the internet or by going to City Hall at 26442 Beckman Ct., (951) 304-CITY (2489).
Encroachments on the public right-of-way
To store or place equipment, construction materials or machinery upon public property or public right-of-way are prohibited.
Signs
A sign permit shall be required in order to erect, move, alter, or reconstruct any sign except signs that are exempt from permits in compliance with Section 16.38.050. Refer to the Development Code for a full listing of exemptions.
Vector Control
Property shall be free from infestation of termites, insects, vermin or rodents. The City of Murrieta does not eradicate pests from private homes. Property Owners are required to remove the pests through private pest control companies, home solutions, etc. Please feel free to contact Code Enforcement for mailing material on ways to keep your home vermin free. Mosquitoes on private properties such as residential homes in pools, ponds, etc. fall under the jurisdiction of Code Enforcement. Any occurrences of mosquitoes on public property such as open-space ponds, ravines, creeks, streams, etc. are to be directed to our Community Services Department at (951) 304-PARK (7275).
