On Friday October 9, 2009 the Murrieta Police Department Juvenile Investigations Team along with an Investigator from the California Department of Alcoholic Beverage Control (A.B.C.) conducted a Minor Decoy Shoulder Tap Program. The Decoy Shoulder Tap Program is an enforcement operation that uses a minor decoy to identify people who furnish alcoholic beverages to minors (persons under the age of 21) outside A.B.C. licensed establishments. This program is funded by a California State grant that was awarded to the Murrieta Police Department.
The teenage decoy stood outside six different establishments that are licensed by the City of Murrieta to sell alcoholic beverages throughout the operation. Murrieta resident Xavier Rivera purchased a six pack of Budweiser Beer from Brand X Liquor and furnished the beer to the minor decoy. Rivera was cited pursuant to 25658 (a) of the California Business & Profession Code. Rivera will face misdemeanor criminal charges. The Murrieta Police Department will continue to conduct future minor decoy operations to discourage the furnishing of alcoholic beverages to minors.
